I'm pretty sure you cannot drop any +3% accuracy bulletin, they're part of the native bulletin anybody have if existant. So a dropable +2% accuracy is actually quite uncommon.

For all I know those Common bulletins cannot be dropped but the Un-common ones drop all the time (Atleast for me, I have like 8 of them)

Rarity of bulletins isn't anything important but a fancy color frame.
Same with infantry, nothing beats standard 3% accuracy bulletin.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.
