A friend is upgrading his PC so he can play some CoH2.
He currently have a AMD Phenom x4 9750 and 8GB DDR2 RAM, and some GPU not worthy of mentioning.

I think Tommy is using a 560Ti for running CoH2 + streaming our event, he told me it was giving everything it could and wants to upgrade for future broadcasts, but I'd say that a 660 should be fine (I used a 460 for Alpha and CB until I upgraded to 670 and it worked fine (maybe not completely maxed out)).

i5 3570k @ 3,4 ghz with a GTX 660ti, 16gb and COH2 installed on an SSD can max the game out

I ran original CoH on my GTX 460, and currently I have no problems running CoH2 on the same card. I play on lower details of course, but I do that on every other multiplayer game. I like the Nvidia 700 series though, so I will probably get that new GTX 760.
You still think Bear Grylls is not in COH?

It ran quite OK on a 470 with medium graphics. Upgraded to a 770 and is fine maxed (AA not maxed).
That CPU should be OK but will hold back the graphics card to some extent. Maybe overclock the CPU if you are in the know.

All cards you mentioned are capable of maxing out CoH2. It just depends on the rest of your specs if you actually will
