Really? Now that is stupid. People should be able to at least buy all the commanders to avoid unfair conditions.
None of them looks too powerful right now but that may change once the meta shifts and/or new commanders are released.
So we now have 5 commanders + the E3 commander that not everyone has access to?
I got all of those but it is still a bad policy.

On the other hand I wouldn't buy them either way. I would rather buy the new Udyr Skin for 10€. Because no one trys to force me to buy this for gameplay totally unrelevant Skin. And still I would by it, because it looks awesome and LoL is definetly one of my mostplayed games I think I can pay money for a great, fair game I played that long.
CoH2: You pay 50€ to get the game, but no Lobby/Leaderboards/Balance/Whatever... and now you can pay for maybe Gameplay relevant Commanders.

I'm really on the fence about paying for commanders, it does feel like Pay to Win.
I just don't like having all these different commanders, what I liked about vCOH is that it was possible for a good player to learn all the different armies and doctrines. Now with all these commanders and bulletins, it's almost impossible to learn everything and create strategies to counter them.
