Both factions have to 'earn' their veterancy now through damage not by kills or buying them.
Can't you just convert all your points to muni points?

You can't buy vet now. Plus flamethrowes aren't that good anymore.

Well considering Pioneers are more like a Regular infantry squad, it seems more like a balanced strategy.
Though you might risk handing over a lot of flamethrowers to the opponent.
