How to make kv1 balanced?

Does anyone have any suggestions on how to use it? Or suggest some buffs that you think will help. I personally feel the main gun just needs a buff. I just feel it's a waste of fuel right now.

+10% accel/decel at vet 1 for all Kv's and 20% faster veterancy gain please.

One would had thought that it was "practically" balanced. Then we had UKF to put it to cry in a corner
