After the changes to the pop-cap of heavies made in the new patch, I thought it might be worthwhile to look over the population used up by some of the other units and see if it was in-line with their actual value.
Here's my list of suggested changes for the non-UKF factions (also, a handful of changes were made so that infantry population involves decimals a bit less frequently, as that causes a couple of issues when players start bumping up against the cap):

I can just agree with the changes for stationary artillery.
The SU-85 is a good tank destroyer and becomes very good with vet, no need for less.
Reducing AT gun pop is a bad idea because it encourages AT spam which nullifies flanking options. The Zis deserves 8 pop though since it's inferior to the PaK40.
Command Panther is superior to normal Panther, hence the 18pop (werent it 20?) are justified.
Walking Stuka and Jagdpanzer IV are fine, they are much better than their allied counterpart and should keep their higher pop.

Less popcap = less manpower upkeep.

I still think 20 Pop Cap for a 17 Pounder Emplacement is kind of ridiculous. Yes its very powerful but 1/5th of your army good? Ehhhh

i think AT weapon teams popcap for allied forces should be lowered so they can counter german tanks more reliabliby without having no infantery. but german tanks and infantery should be still superior to compensate

It should have a bit more popcap than the Pak-43. So 15 would be way better. The extra 3 pop cap is noticeable in the endurance of the AT-gun. Pak-43 is snipeable and you can get the operational crew on it away with flames, which is not the case at the 17 Pounder. (Excluding the fact that a fire barrage will do lots of damage against it)

I agree, 15~ was what I was thinking as well though to be honest I have no clue what the 5 Popcap reduction translates to as far as MP/Min goes
