Don't know what's wrong with your version, but I just did it with no problem. Were you maybe cut off?
Also you can tell it's toggled right there in the picture, due to the ability being outlined in yellow.

Um... you looked at the picture so I'm not sure why you'd suggest I was cutoff. You're right that there is the very subtle yellow outline on the skill button if you select the ambulance but the heal icon over the ambulance is always there regardless of the toggle.
