CoH 2: Modding the Brits - DLC required?

Let us assume I want to create a Tuning Pack with the CoH 2 Modding Tools. As of September 3rd, will I be able to 'copy' british units, create new units from them, use their models (animators) on other entities etc.? Or will I need to buy 'The British Forces'-DLC in order to access these resources?

Maybe someone who only owns a few of the current 4 forces can answer wether or not all resources are available.

Yes, so long as you do not simply unlock them for free, as per the official modding guidelines.

... right? Because one could consider the title my first question. That's why I am cautious here and that's why I now ask a second time, just to be sure, and at the risk of looking a bit stupid :P

I need to be sure as this will influence what I will do concerning that DLC.

Yes.

Check out the official modding guidelines for more information, though:

Specifically:


•Community created mods cannot grant all pay-for DLC content to users of said mod.
•Mods cannot grant an entire list of DLC content within one specific category (e.g. a mod cannot grant all USF commanders, or all OKW commanders).
•Mods that grant DLC content must also change the CoH2 game in some way. The sole intent of a mod cannot be to provide users with DLC content for free.
