But for German skins I've just been including all the vehicles from both factions and leaving the .xml alone. The result is a cross-faction skin that you can equip on either faction, and if you use a mod or scripted may that lets you get vehicles from the other faction, everything will have the same skin.

I have ajouted the file in my Art . panther_ausf_g and panzer_iv_sdkfz_ausf_i i have modified the skin with my paint and after i d'ont understand . i need to clone the okw summer inventory pack and to change the skin name , the icon name and the kill type ?? i am lost

In the first time i have created the file of the tank , Panzer iv and Panzer V .
In second time i have clonned the okw_0001_summer_medium and i have edited the kill type (Medium) , the icon name with the ModIcons , the Name of the skin with my Mod Id . after i have save the attribut modification.
In the final step i save and build , but after i have the message " D:\SteamLibrary\steamapps\common\Company of Heroes 2 Tools\Burn.exe failed with exit code 4.
Error building Wiking.mod: Burn failed with exit code 4."

If you have other skins working, there's no difference, you just refer to the new race and kill_type.
