You can change that in the squad_ui_ext, under the speaker_* fields. However, it can only be changed to existing speech codes.

How do I find out where to get the speaker code, and which speaker refers to what?

I looked into it a bit but haven't tested.
In archive viewer open sound.sga.
Data\sound\speech\mp
In this folder are the speech files for every unit. So, for example if you were to lookup the speech for the conscript molotov ability you would go to:
Data\sound\speech\mp\soviet\cns\orderconfirmations\ability
The 3 letters after abt (short for ability?) are what you want which in this case is "mol". If you look at ebps in AE this matches up with the speech_code_3.
I don't know much about this so maybe someone else has more info. Also looking things up this way would only be helpful if you wanted to add some unused ability speech since you can lookup abilities in the AE instead.
This guide will tell you how to use sound_action to apply sounds.
