This actually doesn't have to be true at all. It was hypothesized by Cruzz several months ago that it would be possible to spread squads when they were not in cover/ on the move, and have them use the current cover mechanics when needed. That Hypothesis was tested and proven correct by several modders since then.
We can have our cake and eat it too. It all depends on whether or not Relic wants to implement the change (step one would be to let them know the fix is possible).
Further confirmation of my belief that the community is often superior to the actual designers when it comes to one thing or another. (not all portions, mind, and in not all things.)

Further confirmation of my belief that developers are often either too arrogant, or simply don't have the interaction communication needed, to change things according to the parts of the community which exhibit ideas or methods superior to those of the developers.
HOWEVER, I am glad the video game industry generally doesn't have the numerous cancerous nightmares of entrenched interest that come with interventionism standard in nearly every other industry. Aside from, of course, the undue monopoly of intellectual "property".

They don't even need to "fix" it in the sense of locking it to one formation. Just make it so you can toggle between close formation and spread formation.
Spread makes you easier to target because more of your guys are covering a larger part of the map, but AoE weapons will do much less harm to you, while in close formation your harder to target and "sneakier" but AoE weapons will be much more devastating.

Aside from the cover system, infantry reactions should make a comeback (just from ballistic weapons, not handheld AT)
