Bulletins unlock conditions

As of the new server stress test version all special units are call-ins (thanks for that change :D ) but the conditions under which bulletins are unlocked were apparently not adjusted accordingly. One instance of this are the shock troops' "to the frontlines" bulletin which requires them to be built 50 times and 300 infantry kills.

The description and the condition need to be changed to reflect that it is now called in otherwise unlocking the bulletin will not be possible.
