Sounds like you've been adjusting things in the SCAR or SCAR_ID file.

Assuming it is the SCAR code you've adjusted it would be much easier if you could please post the code here for one of us to track down what the issue is.

I'm thinking you don't have the correct gameplay objects for starting base. I haven't looked at the map because I'm at work. What objects did you use for the team starting territory, and the starting locations?
If I recall, using the wrong objects would result in an AI that would do nothing.
