Stuart stun shot dont stun? If i use this, targeted wehicle have only lower vision and can move with slow speed. With Puma i can stun targeted wehicle with no problem and target is realy stuned.

It only stuns if it Penetrates, otherwise it just blocks vision.

Penetration 60/45/40 means it is useless now.

On the contrary, I think there is a bug which you can constantly keep the enemy units stunned.

From the change log.
"Fixed a bug with the Stuart Tanks that saw the ‘shell shock’ ability remain permanently enabled if the crew disembarked and re-crewed during that ability."
It can still chain stun for a few seconds but not forever as the bug got patched.
