I am mostly struggling in 2v2 games.They seem to get a huge amount of penal betalions with falmethrower and then they get shocks.When i am getting a JP or a puma he is getting t-34s or ISU-185s.

The puma eats T34's for lunch. You should keep him at range and if possible, attack his flanks. I have been falling in serious love with the puma lately. It's one hell of a machine if used correctly.
