I am not asking about beta, I mean the real one

I will build a new rig in the following weeks, fiber connections are coming too (finally).

CPU: i5-3450
GPU: GTX-670
RAM: DDR3-1600 8GB

Connection will be like this or even double of this

Will I able to play CoH2 with extreme graphic, with 1080 streaming? without lag of course

The bottleneck to CoH2 is CPU. And since that is your weakest spec I would be slightly worried with the current beta. However no one can give a proper answer for the full game. Yet your connection and graphics are very high, so I wouldn't be too worried.

Those specs are really good but I can't tell you how demanding CoH2 will be on that PC.

If you do get lag I would recommend a capture device, such as one made by avermedia as it takes a lot of the x264 endcoding strain off your CPU.

By the looks of things, you didn't get the overclockable version of your processor. Chances are you won't be able to stream at the quality you'd like. What you're asking is extremely difficult to accomplish with a single machine regardless of processor; most extremely high quality streams like that have the game running on one computer and the stream on another.

I decide to increase my budget

CPU: i5-3450 i5-3570K
Motherboard: Z77

so I can OC the CPU to insane speed, that should help

I was going to upgrade to the 3570 - but the haswell's have just come out. The system worked out (for the Z87 and the 4670K) about 20 GBP more expensive, so I went for that one. I know everyone's banging on about the Haswell arch. not being worth it, but I'm coming from a Q6600. Which should also stop the sarcastic comments about me playing CoH2 on a 'potato' in 2v2s :)

FWIW, I was streaming last night with the following setup and settings:

i5-2500k OC from 3.3 to 4.4ghz
Nvidia GTX 560 Ti w/ 448 cores.
8Gb Ram
All in game settings on High/Higher
Resolution: 1680x1050

Stream Settings:
1200x800 streaming res
3000kbps bitrate (plus 128 audio bitrate)
30fps
Quality: 7
Preset: Very Fast (in Xsplit)

I had no noticeable slowdown in game and FPS stayed consistently above 30. The stream looked like this.
