Also no, it's not possible without making a new steam account and buying a new copy of the game.

Hi , I am fairly new to the game, I have played some 1v1 rankeds to get more experiences and skill, and I was just wondering whether there is a possibility to delete your ranked stats and start the ladder from zero? Or do I have to buy a new game on new steam account?

Don't worry about it because losing games now means you get easier opponents in future, at least until you're better than them. Also no matter how good you get you'll always lose games so it's nothing to be ashamed of.
In addition to being highly skilled some of the players with insane W/L ratios only play at certain times (certain patches). If you play for fun and want to play any faction any time then best not to compare with those stats

It is possible make an account for your "little brother" and allow him to play CoH2 trough family control.
