War spoils are earned after a certain (somewhat random) amount have time has been played in game while online (custom games or vs CPU included).
Rewards include:
Skins
Bullitins
Faceplates
Commanders
and Victory Strikes
Some are more rare then others and can be purchasable DLC as well. All are permanent and duplicates are possible.
