Capping speed of Riflemen

In coh 1 they capped at 1.5, while others capped slower. While being much weaker overall in coh 2 than in coh 1, why cant they cap at a faster rate like they did in the previous game? That would help to gain an initial advantage.

Here's a little factoid.
Riflemen cap at 1.5 speed.
Grenadiers, Officer, and Stormtroopers cap at 1.5 speed.
Rangers and Airborne cap at 1.25 speed.
Panzergrenadiers cap at 0.75 speed, until they upgrade Fieldcraft whereupon they cap at 1.2525 speed.
All other units cap at 1.0x speed. All units decap at 1.0 speed.

American capping advantage is still there, they don't need rifles for that anymore. They're the only faction that has vehicle crews that can get out and capture while repairing, and having rear echelon troops who don't need to build base building and are not required for repairing vehicles.
On top of that, Americans have a pretty low upkeep system that allows them to field more units than axis factions, especially OKW.
The main issues with USF (in 1v1) to me, seem to be their difficulty with early vehicle rushes, and their late late game vs heavy tanks. Not really their capping ability in early-mid game.

Agreed. I think they just need a bit of a buff to the Easy 8's (they were awesome tanks and should have been very similar to the Fireflys) and perhaps just a .50cal Willys Jeep early game to help counter light armour/Kubal use.

The upkeep system is global -1.5 manpower per minute for every point of pop cap you army is worth.
