This has nothing to do with Sov/OKW/US
Strictly Ostheer Teching in relations to 2v2 as main gameplay (could be applied to 1v1 though I believe)
Anyway,
Let me get right into it.
Most calculations I see when people are arguing why Panther costs too much are as follows.
Tier 1-4 + tier 4 building = 760 / 190 (manpower and fuel respectively)
Then adding in the cost of a Panther which is 490 / 175
In total: 760 / 190 + 490 / 175 = 1250 / 365.
So what they like to argue is that your first panther costs you 1250 Manpower and 365 Fuel.
This is utter bullshit. I'm mainly an axis player and I'll explain to you why I think this calculation is wrong AND makes it seem over priced.
(I'm an axis player, that's what I find fun, I don't care what you think about my faction choice so keep it to yourself)
If you want to tell me that you're going to play an entire match without getting a unit from Tier 1-3 by all means, go ahead and lose 100% of your games unless you're playing someone who JUST started playing RTS genre games. You're not the person who should be reading this anyway.
The Proper calculation should be as follows:
Tier 2 + Tier 3 + tier 3 building + Panther
So: 200/35 + 200/50 + 160/35 + 490/175 = 1050/295 (Manpower & fuel respectively)
And this is to RUSH OUT a panther mid game.
Now, it may still seem to be expensive because you can call in a tiger for 720/200 HOWEVER...
However, If you're going to call in a tiger as OH, you're going to get a stug or p4 to hold out until the tiger comes.
So now it's Tier 2 + Building + Stug + Tiger (being generous, many people will pick p4 over stug)
200+35 + 160/25 + 280/95 + 720/200 = 1360 / 355
So, to successfully call a Tiger (in late game), you would require 1360/355
If you want to tell me that you're just going to build pak40s as AT until tiger comes out, you obviously don't play axis much.

TL;DR
I think the teching cost to Panther are Somewhat balanced depending on the strategy you chose to go with.
In conclusion, skipping T3 and rushing a panther to have it out ASAP is well worth it's price considering the dominance the unit can have as a mid game unit. (At 1050/295)
Tier 2 + Tier 3 + tier 3 building + Panther = 200/35 + 200/50 + 160/35 + 490/175 = 1050/295
Alternatively, you can wait until late game and call in the tiger, but everyone who plays this game enough knows that OH can't hold the entire game with just Pak40s just to call in a tiger, so one medium tank has to be included (at 1360 / 355)
Tier 2 + Building + Stug + Tiger = 200+35 + 160/25 + 280/95 + 720/200 = 1360 / 355

In team games it makes more sense to get t3, but still t4 is bad.
It costs like 90 fuel to get panther tech from t3. This results in you spending A total of 265 fuel for your first panther if you had t3. Tigers are 230 fuel and much less manpower
You pay more fuel for an inferior tank. Until that changes People will always choose tiger over t4

That's a little different,
It's worth going straight for tiger once you have T3 up and running pumping a few tanks because you can hold out until Tiger.
If you rush out a Panther and use it well, it could be just as good.
That's a strategy you can choose though.
it's one or the other and they're both Viable.
