Vet 3 -29% received accuracy
pretty standard stuff
Vet 2 paratrooper (combat group) accuracy from 1.25 to 1.4

do you know if the Stormtroopers have a received accuracy right from the start?
And I would like to know what the tactical advance ability of the Stormtroopers do in raw numbers.
Last Question, were do you get your Data from?

Stormtroopers have a bonus of 25% less received accuracy. Falls have 13% and obers have 30% for example
Tactical advance:
-50% movement speed
+50% accuracy
+150% burst duration (I don't know exactly how much this has an impact on DPS, maybe it fires 150% more bullets per burst but might be completely wrong. regardless pretty good)
+50 received accuracy
Data I get from the attribarchive.SGA file and looking in the EBPS and SBPS folders
Check out http://www.coh2.org/guides/11637/extracting-statistics-guide on how to extract.
I do it slightly different due to SSD storage problems but that guide should work perfectly fine.

Burst duration is the time in which they shoot. Rifles shoot a single shot (take one tick .125 seconds) where burst weapons shoot several shots in a variable amount of time. The amount of time is the burst duration and the amount of shots gets set by the rate of fire. The latter is always per second.
Assuming .4 second burst duration and 15 rate of fire
.4 * 15 = 6 shot bursts over .4 seconds
and with 250% burst duration
.4 * 2.5 * 15 = 15 shot bursts over 1 second
This increases the damage since the time spend firing compared to the time on cooldown/reload/aiming etc improves, yet it's definitely no "250% DPS improvement".
PGren (as they use the same weapon) DPS short / mid / far
13.219 / 6.795 / 1.206
And with 250% burst time (not the higher accuracy or anything else)
18.430 / 11.692 / 2.765
