Guys, this is simple
Germans are harder to play than Allies. So at most levels of the game, the Allies win. But the Germans are also more rewarding. So at the top levels of the game, the Germans win
Ostheer is hardest to play. USA the easiest. Soviet is easier than OKW.
It's impossible to get the balance right because the balance must incorporate difficulty of playing the factions
Ostheer rely on synergyms between units and weapon teams. Requires a lot of skill to pull off, but it's more rewarding.
USA is straightforward but the play lacks any depth.
Soviets are fairly well balanced
OKW have 2 linear ways to play, and they're both very similar. You truck down and defend until tanks. If you can pull one off, you win. If you can't, you lose.

I remember this was a long heated debate in the early days of vCoH. The USA was easier but the Wehr was more rewarding. Making them balanced meant USA won at the top level all the time.

Assuming perfect play in 1v1, Ostheer is probably the strongest faction because of how crazy good their weapon teams are and how amazingly their grens scale. Plus the tiger... jeez the tiger.
Interestingly enough in 2v2 allies are probably strongest assuming perfect play.

I think the biggest variable in balance is commader choice.
For instance. 1v1 USF vs Ostheer is favored toward USF. Unless the ostheer uses mechanized support. This doctrine pretty much pisses all over the USF, hardcountering them at every stage of the game past the 6 minute mark.
OKW vs Soviets might be a little bit in favor of the soviets. If the soviets use one of the handful of powerful doctrines. A game where the soviet goes for say, reserve army doctrine, and the OKW goes for Breakthrough tactics, is not Soviet favored at all. In fact it's the other way around in that case as OKW infantry makes soviet basic infantry look like a joke and without soviet call in tanks and mark target ability, OKW has no problem going head to head in the armor war.
The strength differences in doctrines make the game incredibly stale, predictable, and imbalanced.
