I don't get this unit, can somebody explain to me how it works?

Especially those two angles, the dotted angle and the permanent angle?

One to counter infantry and one to counter vehicles?

the vehicle can only shoot at things behind it and to its right and left. It cannot shoot at things in front of it. The solid lines or wedge that comes out from the front of the Half Track indicates the front arc that the gun cant turn to shoot into.

But since it can shoot while on the move this isn't too big problem. If stationary leave a side of the HT facing the direction of the enemy. ( simply aiming the rear of it at the enemy is ok but it also means that every hit it takes will be to its rear armor.

The best use of it is to run it in circles around a unit keeping them on its flanks.

oh and if stationary it will fire the 37mm auto cannon. otherwise while on the move it will shoot the 2 50cal MG's. I think the dotted lines indicate the arc of the auto cannon while the vehicle is stationary

The cannon on the HT is pretty good as well. It can do really good damage against enemy light vehicles, so if you screen it with infantry with zooks or use riflenades, it can deftly deal with even enemy pumas

1. Reverse it into combat
2. Try to keep it stationery that way it fires its 37mm Cannon (like a T70 cannon basically but not as accurate)
3. Keep it at max range/long range
4. It will destroy OKW Flaktrack if you use it correctly. It'll defeat Ostheer Scout car. It'll probably die against someone who knows how to use a puma, but it can beat a puma. Can't damage tanks reliably except from the rear. It's best at killing infantry
5. Watch out for Vet1 HMGs and AT guns/Schrecks. If you can rush one out they usually won't have them. The halftrack is weak.
