Same here.
GOing Conscripts? = You cannot have advantage in the beggining as a result - you don't have late game
Checking initial build and end of the replay proves it.
it became a rule. (each rules have thier exceptions)
SO as Sov - Tier 1 units for the win. (So you would have lose as exception of the rule)
