One of the lend lease soviet commanders abilities is to spend 100 ammo to have a fuel drop from an airplane. The snag is the plane always flys from the other side of the map and over the enemy base and it is fairly easy to shoot down.
Now the bases have flacks instead of bunkers, it seems impossible to get a plane past their base. Is this ability now worthless?
Allied Supply Drop broken by base flack empacements?

Maybe make the base flaks unable to shoot air. If OKW wants AA get that AA halftrack.

Except they are doctrinally buildable where they their AA ability is useful... they would have to become a bit cheaper then, or have some other change. AA flaks not being able to shoot air is also really strange; it would be a reskinned mg nest.
