The best counter to garrisoned sturmpios is simply to go somewhere else.
This may seem counter-intuitive since you will essentially concede some important position or cutoff, but since he's not there to cover his volks and/or kubel he stands to lose not only territory but also manpower.
I actually like the OKW early game. It's the first one that is truly asymmetrical.

I've only been playing Allies in 1v1 and I never have trouble with SturmPios. If they go into a building i just move away from it and cap in green cover or in another area. They need to get close to do damage so focus fire when they are charging, if they get the drop on you, retreat.
The factions seem pretty well balanced minus soviet vs OKW car early game and the stupid ridiculous truck crush of OKW.

So, general conclusion, play more and avoid garrisonned Sturmpio's. Thread closed, solution found and plenty of other threads to discuss this issue.
