waah, sound like a wehr defence LHS + blitz RHS + PE SE LHS mixed 
but how would manpower blitz work? if it is like the old wehr one costing only muni, it would be quite crazy because Soviet almost float tons of muni the whole game, and there is no super muni hungry stuff like guards/marked vehicle, etc.
2v2 will become a windustry + NOSB spamfest

Other leaked photos show a description in which manpower income decreases over time. Like soviet industry, except it is a constant manpower income decrease for extra manpower at -(other leaked photo showed 3cp)- instead of an instant manpower income decrease and fuel income increase at 3 cp.

It was in open beta, no retreat no surrender is literally what it says. It will be pretty OP in good hands if you can micro squads back to base to reinforce instead of losing them. As soon as you activate it, you can't retreat rest of game. Another way they've found to break the core mechanics of COH.

I hope it's not released, tbh.

It doesn't sound very intimidating. You have a conscript squad pinned by an MG42 saying "we're not going anywhere!" Well, then. Generally when you retreat you have nothing to gain by staying. Except maybe the extra DPS of the last guy in the squad getting one shot off.
