I have not seen this happen before, but I just played a game where a plane crashed into my vet 2 artillery, decrewing but not destroying it. At the time it was on counterbattery. When I remanned it, I could not take it off counterbattery or issue other commands until it revetted itself. Luckily there was a lot of arty to shoot at, and I eventually got control over it again and won the game.

Not seen that one, but have seen the one where artillery built on non-level ground (side of a hill, etc.) cannot fire at all points within its range. If the bombard ground is issued the artillery will move to shoot, the cooldown will begin, but no shells will be fired. It can be cancelled and the cool down immediately allows it to fire again. I think this is collision related but am unsure, definitely annoying.

Yeah it happens all the time. When positioning it, make sure to put it on flat ground.
That about decrewing: haven't really had such experience, can't say.

I've had that happen with T-34s in capture mode. The vet ability is locked when you capture it, but still enabled, and thus cannot be disabled
