Is there a way to open the maps you download so you can place actors (units and or structures) automatically?(e.g. 3 Gren squads and a artillery officer, along with a scout car from the very beginning, like in ToW missions?)

Maps are saved in mygames/.../mod/.../subscriptions
You need a SGA-unpacker to get access to the sgb-file, which you then can open with the Worldbuilder.

However you may want to ask the creator of "real" (no conversions) custom maps if they are okay with it.

You can use the extract command I think. If you go into the original steam posting when the world builder was released, there is a note in which a command line is provided for extracting the installed maps.

You need to make a shortcut for the archive .exe, go into its properties, and add that command line to the "start from" line, and it should extract the installed maps. I'm just taking a guess at this though. By the way, if you want more detailed instructions, there is a video on youtube which illustrates how to do this. Just search for worldbuilder archiver or something like that and you should be able to find it without much difficulty.
