Can you permanently reduce a squad's loadout? For example if you want to spawn off a single-member squad and reduce the number of remaining members?

Kind of. There's a couple ways to do this but ultimately you wouldn't be able to do it cleanly.
Normally you can split a squad by either merge or team weapon/vehicle recrewing. Merging requires a separate squad to merge to and team weapons require manual input from the player.
You could also kill off a member and spawn a new squad; or two if you want to replace the original squad as well. This of course wont preserve information such as veterancy, slot items, hp, etc.
In regards to the permanent aspect of your question you could spawn a squad with a dummy entity in it and use a merge_squad_action to the original squad. This will prevent the squad from fully reinforcing since the dummy takes up a slot. It's only a theory but it would be quite complicated to implement.
