It's when someone goes off-meta with a ridiculous plan. For example, a retarded strategy is, as OKW, going 3 sturmpios to 3 kubels to 2 251s and 2 raks. Or, as a SOV, spamming PTRS Penals against 3 Mgs + 3 mortars and then crying about losing.
Be careful: I never said that a retarded tactic cannot be an effective one. But most often than not, it is doomed to failure.

- Why do you use it, instead of going for more "meta" ones?
