Need Some patch for USF's Manpower Penalty

You know. Nearday patch make USF's Manpower penalty is adjusted.

But Some Errors are occured.

First. The penalty is working at Custom games and Campaigns so we cannot play campaign well.

So I think It must be removed at campaign. Modded games, High-Resource games, annihilation and 250/1000VP games. So it can only work at Ladder games.

Second. Relic said the penalty will work over 110(=111~) but start works at exactly 110.
It is not same as Official Patch team said. I hope this should be modified too.

Third. I think the Penalty manpower must be reduced to 50(If cannot seperate penalty campaign and modded games)~75(can successfully seperate ladder game and Other game data)

It will change manpower minimum income 0 to 25~50.
I remember even tiger ace recived at least 75 manpowers at a minute.
so not very high but at least 'exist' manpower income can allow a 'Naturally feeling' for USF.

-Manpower penalty remove at not ladder games
-Manpower penalty working point modify 110 to 111
-manpower penalty reduce 100 to 50~75

There should be an upcoming fix in the upcoming update on this that so as long as you have atleast 1 free population at cases at or above 110, you won't be hit by the manpower penalty.
