another ukf supply drop with no at gun

also the salvage sappers don't benefit from the heavy sapper repair speed bonus

The drop is glitchy. IIRC, it won't drop in the target sector sometimes and drops way off target, depending on control of the sector or vision. It also sometimes drifts into trees and is destroyed on the way down.
