well offmaps do require LOS to target even for a second

Does smoke prevent planes from providing that LOS?

I believe so, but it requires that you fire the smoke well before the plane, or whatever else is providing LoS is nearby. It's not really a good defence.

Some offmaps are able to be targeted just outside of the blocked LOS and still kill the artillery piece anyway, so honestly smoke isnt much of a defence for the artillery piece.

Exactly my point, allowing howitzers to pop smoke will not protect them from off maps.

The way I see it, rocket artillery has a distinct advantage over traditional artillery for the fundamental differences in what they do and their mobility.

The problem with the on-map artillery is that a good player or a good team will have a counter in their commander for it. Even in 4v4 there isn't a lot of flexibility in an arranged team in terms of commander choice.

I don't really see a way "fixing" it; often good teams that try to use artillery pieces will keep building them and invest in AA vehicle to shoot down incoming aircraft or spotting aircraft (this is harder for allies as the stuka dive bomb doesn't come from a plane). Any feasible option now is just too late and I don't think Relic would want to spend their time working on it.
