If you let penals effectively into a point blank range, you should keep the fact that satchel might be used. And yes, there is an animation and you get 3 second to move your unit once you see it thrown.

You thought he was going to throw a frisbee during that 5 second long animation?
If you couldn't dodge satchel, you most certainly wouldn't dodge a nade in the same circumstance.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

If your tank is that close to AT penals you've already missed the warning.

Penal Satchel charge no warning Please fix
There's quite a few bugged grenade warnings going round in units (most notoriously the grenadier rifle 'nuke') or the poorly worded UKF grenade warning but the satchel timer is extremely generous. You can press T or walk out of it after it's landed as long as you pay attention.
