[Low Priority] Rear echelon bulletin broken?

I know that this bulletin is pretty meme anyway, but



according to its description, it decreases cooldown by 2%.



The actual modifier however increases cooldown by 2%. Cooldown bonuses always must have a modifier lower than 1. So not only is this bulletin useless, it punishes you too.


I guess the person who implemented it back in the days was already tired and not sure anymore if a cooldown bonus must be bigger or lower than 1.
