Bulletin Question - Stealing the Spotlight

Hello everyone, I turn to you for a delicate wording problem, here it is :

Soviets -> Bulletins -> Infantry -> Stealing the Spotlight (top row)
"Guards rifles are 3% more accurcate."

Well yeah, there's a typo in the description, but that's not why I'm here.

It says "rifles are 3% more accurcate".

Given that Guards come with 4 Mosins (my typical definition of a rifle) and 2 PTRS Anti-tank rifles (well, technically a rifle too...), and when upgraded switch to 2 Mosins, 2 PTRS, 2 DP LMG.

My question is : what exactly do they mean by "rifles" ?

Are PTRS considered rifles ? I assume DP LMGs are not, so that leaves us with a bulletin that either boosts 6/6 models (not upgraded) then 4/6 models (upgraded), or 4/6 (n-u) then 2/6 (u), the latter case making this bulletin, in my opinion, kind of worthless.

EDIT : Or maybe I got it all wrong, and "Guards rifles" is just the name of the squad, meaning that this bulletin description just implies : "Madafaka, yo guards be 3% more accurate no matter what weapons they use" ?

Guards rifles is the unit name. The bulletin should give 3% bonus to all weapons they hold.
