Jackson speed is fine since it needs to run fast to flank the teamgame Elephant/JT and get out safely. If you nerf the speed then USF can’t touch heavy TDs.

Some of the issues with Puma is actaully speed and turret rotation.
Although on paper it is fast the moving penalties of driving of road are high and the units seems in practise to have low mobility.
Since it is desinged as flanker unit it could receive some buffs on those areas.

my only question is, why is puma vs jackson even a problem?
puma should never be able to slug it out head on against a medium tank. yes it should do some supporting damage, but no outright beat it 1v1. even more so against a turreted tank destroyer.
if the puma can get a couple of shots into a jackson before the jackson can react, its not really about the performance of the unit anymore, it is how the units are being used. if the puma was able to get a flank in while the jackson is being distracted, thats good play by axis. not really because there's an issue in the match up.

Puma needs no buffs, it bullies everything in its weight class, and already has an interesting, and fair match-up w mediums as a kiting unit, and hunting unit. just lower the Jackson's armor. it functionally makes no difference for the US player. I have never heard anyone say "I choose the Jackson cause it bounces shots so often. playing US you quickly come to terms with the fact that everything 4 shots your armor. a bounced shot is a unicorn for US.
