Isn't the Flak building not supposed to be able to hit ground targets when it is in AA mode?

While the ability is on from the t4, you can't shoot at ground units.

I watched the replay again and the Schwerer is definitely tracking and firing at ground targets While the AA ability is active.
It's true. Around 29 min in the replay, the Schwerer Panzer HQ is still firing at the conscripts even when the anti air mode is still active.

Schwerer Panzer Headquarters
Due to the nature of the Panzer Headquarters flak cannon, we are limiting its ability to shut down aerial-based abilities without some form of trade-off.
No longer automatically engages aircraft
Can toggle AA mode; gun will engage both air and ground target for 60 seconds. Gun is disabled for 60 seconds afterwards.
Anti-Aircraft Mode
Focusing on anti-aircraft duties, the crew of the Schwere
Panzer Headquarters will fire only at aircraft.
Timed Ability. 60s duration.

See I didn't think I needed to read the patch notes because the Tooltip for the ability reads as follows:
Someone should tell someone to fix that.
