I'm not entirely sure how OKW teching works since I don't have the faction, however, I do know the KT required the truck with the Flak Cannon. So could anyone explain how the hell did this guy get a KT without the truck?

You only need to place all the structures once to unlock the king tiger, it doesnt matter if the structure gets destroyed later you still get the ability to deploy it
