It means that if you 'disconnect' within the first 5 minutes and a squad of yours has been lost in a battle. You will receive a loss. This is to stop people abusing the 5 minute disconnect rule due to bad start games.

You need to have an active top 100 rank in both Axis & Allies too. I know you've got it but can you just play a game of each and you'll be able to participate

Hey man u need to play soem games as axis and allies as your not ranked at the mo and u need to have a rank of top 100 for both axis and allies
