Yes, if those abilities were the Combat Engineer abilities it would have the build menus, wouldn't it? This thing is Photoshopped six ways to Sunday!

the army in the top right is a german army (1 man sniper squad, 3 men MG squad, grenadiers) with an mg selected (hence bottom right is abilities etc. for german mg).
rest of the bottom UI is soviet (see how the russian engineers are fighting, only german unit fighting is the MG), as seem the VPs to be...
funny is also the resource income (+73 fuel?!?)/available resources, especially when considering the game is supposed to be 10 mins old.
shots like these usually are shopped to look a bit better, but this amount of being shopped is both ridiculous and, at least in my opinion, not understandable.

Maybe they had this cool shot of the bombing run, but had to sovietize it to be able to add the IL-2 description.
