All cp increase would change is that you will face 2 panthers or 3 p4s instead of 1 kt.

Simple CP increase for KT.
A fuel unlock for panther.
Problem solved.

With accross the board increase in allied armor pen u think thats a problem,sherman and su-76 both got pen buffs.What CP?
Bulletin stacking can be removed for armor if necessary.

It would have been over much sooner if you didn't throw the luchs away too.
Before the patch the KT was a rarity. Players had to choose to spend the fuel to tech up for it, and to risk not having much or any armour out while waiting for the resources to get it on the field.
Now it's pretty much a certainty in every 2v2 game.

the problem with OKW is how fast their light tank comes and how well they can protect it and then after that just bring a medium tank that is far better then any allied medium tank(EXCEPT comet)
they neeed side upgrades or their tech delayed and price increase on some units(new volks/sturms and panther/p4)

The resource rate increase fucked it up so bad. The KT is fine, but the 100% fuel isn't

100% is perfectly fine for balance. What's not fine is teching and whole structure of OKW which are not adjusted for 100% income.
