Lets do some myth checking here:
Fuel for first Stuart: 115
Fuel for first Luchs: 120
Verdict: Luchs & Stuart arrive at the same time. If the Luchs arrives to early, then the Stuart does too.
Now lets follow a normal game: Your opponent rushed a Luchs, now he will get battlegroup headquarters to provide heal: 40 fuel.
Your USF opponent does the same, he gets an ambu, Bars/zooks, nades. In total 45 fuel.
Right now both players have spent. 160 fuel.
Now comes Schwer Panzer & Major = 120 fuel.
Both players have spend now 280 fuel.
First sherman out after 390 fuel, first P4 out after 415 fuel. (sure you can go first liteunant or battlegroup headquarters, but I described a meta build here)
As you see it's pretty mirrored. OKW gets the better tank, USF gets the better infantry.
All that changes for allies with the patch that you have to actually get At out in time, WHICH IS NO PROBLEM.
Your suggestions show that you refuse to adapt.
Volks were changed so allies infantry simply doesn't walk over them with no mp bleed.
Panzerschreck accuracy was nerfed several times - it has 57 % chance to hit a stuart on long range. Nerf it further and its more a gamble than a upgrade.
140 fuel for a p4 means that it has to be equalized with the easy8, that means more pen on the gun and more hp on the tank. Since those units would cost the same.
In addition 155 fuel for t4 would delay obers too much.
If you'd analyze the changes you'd be able to realize okw pays now more for teching in general, even if you keep different resource incomes in mind.
You were just walking over OKW players before the patch and this is simply an unusual situation for you.

Actually Caliope is the best arty now. At medium range it will take out tanks and at long range it will merely damage them. Not to mention its Anti Infantry power I do think Brit Sections should get AT Nades though.

the king tiger is just over powered for its cost, it's not just a matter of timing.
Remember that with the old fuel penalty it effectively costed 390 fuel. It probably benefited the most from the increased in fuel income due to its high fuel cost.
The prices should be adjusted indeed. For atleast the King Tiger AND Jagdtiger. Currently they're too cost efficient. |

AND the fact that OKW have no sidegrades... they need sidegrades for nades, medics and repair guys IMO... the float is real.

Before nerfing the OKW completely down to the bones I do think that I can find the real OPness in this faction.
In my eyes there are 2:
The Kubelwagen:
The Kubel gives you a insane amount of capping power, where the rest of the factions have to focus in the start on getting map control a OKW player can just full force into the game and let the kubel cap the whole map. Since the opponent can't lose too much of it's good positioning early on in the game the map control will be far worse, therefor it's harder to get a counter on the field.
The 15 minute KT:
Personaly I don't see the problem with a Panther coming onto the field around 15-16 minutes, but seeing a KT at that time is completely insane. This should be made to atleast 14-15 cp's.
My thoughts to fixing this problem is to simply reduce the capspeed of the Kubel to 50% of the normal capping rate or give it back it's old role.
For the KT as earlier mentioned to 14-15 CP's like the Jagdtiger.

Solution is insanely simple. Put KT behind CP requirement. Make it avaible to call in (with all doctrines, just like now) only if you mange to get 13-14CPs.
