British 17 Pounder:
Pros:
- Invincible crew; cannot be taken by the enemy
- About 3-4 times the HP of the PaK43
- Doesn't need a specific commander
- Can Brace
- Has more range than the PaK43
- Can be covered by a mortar pit
Cons:
- Costs 70 fuel
PaK43
Pros:
- Can shoot through buildings
- Doesn't cost Fuel
Cons:
- Countered by any artillery immideatly
- Costs 600MP
- Very little HP
- Only available in some commanders
- No brace or anything
TBH I would take a 17pounder over a PaK43 anytime.

Pak43 is way better in almost every way than 17 Pounder.
17 Pounder:
Pros:
- Non doc
- Brace
- Can't be decrewed
Cons:
- No arc of fire
- 70 Fuel
- 20 pop cap
- Can be destroyed by incendiary
- Can be destroyed by small arms fire
- Can be countered by at guns
- Can't shout through obstacles
Pak43:
Pros:
- Costs only MP
- Can shoot through everything
- Can surpsire enemy when built behind blockers
- Better RoF
- Cannot be destroyed by small arms
- Cannot be destroyed by incendiary
- Arc of fire
- Veterancy
Cons:
- Doctrinal
- Easy to decrew
- Can be killed by off map.
I wonder where you did you find that part about 3-4 more HP. Pak43 without crew needs 3 shots to be destroyed. With crew, you need at least 2 shots to kill crew and then additional 2-3 shots to destroy it.
Full health 17 Pounder needs 5 shots. So I just wonder how 4-5 shots are 3-4 times more than 5 shots?
As far as I know, both have 80 range. At least it's something what coh2 stats says.
Just a fact that you see only 1 con for 17 pounder and only 2 pros for Pak43 speaks for itself.

Because Fuiliers, and Jaegers are supposed to have about 1.25 times the vet bonuses of comparable infantry.
Or in other words Penals should really have 80% of what they have now according to that guideline.
That is one possible counterexample.

No, they don't need a nerf:
Fusuliers: +60% accuracy, -23% rec. acc., -20% weapon cooldown.
Jaegers: +40% accuracy, -58% recc. acc., -25% weapon cooldown.
Penals: +60% accuracy, -23% rec. acc., -20% weapon cooldown.
Now riddle me this. If Penals need a nerf, why Fuiliers, nor Jaegers dont?

the penal is actually kind of a long range unit. I've updated the chart and the penal's dps at close range is not that amazing. it's a bit better than the volks but not by much.
I had on my mind differences between bolt rifles and semi auto rifles profiles. |

here's a replay with more tests. the result is a lot closer in my case.
I did more tests and it seems that a close fight is somekind equal with huge rng involved, since few times Penals were able to win with 3 models left while other times Obers won without losing a single model.
Tho it's good for Obers that pure long range infantry can fight and win with close range infantry.

how close are we talking about? in my test the fights were very close. the penal were nearly matching a unit 100 mp more expensive with a similar role.
Tested vet 3 Obers vs vet 3 Penals standing on oposite site of a sandbag.
Obers melted Penals losing only 1 model.
No upgrades for Obers nor Penals. |
Not sure how it works but AT should first search for other AT and if found none, for randoms. |
They are powerful at vet 3 but the same time they are pure AI, whole tier is AI, they lack Cons' utility, models dropping like flies.
Penals means no mortar so it's a huge spac for HMG to use.
Do they synergize with Brits' weapon truck? Yes but it's problem with they truck, not Penals (make truck unable to supply teammates).
They win against Grens but at the same time they lose to PzGrens at all ranges and through all vet.
Even Vet 3 Obers (without LMG upgrade) vs Vet 3 Penals win vs them at long rang and close range so I'd say they are priced and act perfectly fine. |
