Folks, let's not forget how horrible is M3 Scout Car. Specially against "free2get" panzerfausts or high-penetrateable Spios STGs. Maybe something should be done about it first, because soviet T1 is such horrible...
Why not to make ol' good combo back - snipers in truck I loved that mobile sniping point. Was pretty sad, when they fixed it...
M3s are fairly 'meh' against Ostheer, but they are very potent vs OKW. They are far from horrible.
You didn't mention the 222 Coaxial has absolutely no ability to track with its 5 degree firing cone and no traverse to the left, right, up. This is an issue that still remains which makes it the most iffy unit at engaging infantry, particularly on the move.

I don't mind a cost increase for the vehicle at all, given its strength, but it better have a working coaxial MG.

I still think emplacements are OK. On normal maps there is always plenty of ways to play around them until you have the firepower to deal with them.
Are they OP on narrow 2v2 maps? Probably. But tons of things are OP on small 2v2 maps and many other things that are normally balanced properly are worthless on narrow 2v2 maps.
Should be give the T34/76 a penetration buff because it can't flank on narrow 2v2 maps?
Should we give the Jagdtiger a nerf because it overperfoms on narrow 2v2 maps where it can't get flanked?
Should we nerf snipers because they are nigh impossible to counter on narrow 2v2 maps?
Should we nerf HMGs because they can't get flanked on narrow 2v2 maps?
Should Pumas get buffed because they can't flank on narrow 2v2 maps?
The answer to all of this is 'no', because that would just make the units OP/UP on normally sized maps. What you should do is simply veto narrow 2v2 maps because they are absolute shit in terms of balance.
The only problem at the moment is the counter barrage ability that just nullifies the use of light artillery from the axis throughout the game. This should be changed ASAP. Perhaps make it an 'overwatch' ability that lets you counter-barrage in a certain area. Make it cost munitions to activate and give it a bit of coold down. This would allow axis to still use early artillery and would cause a big munitions drain on the Brit player if the axis players are smart enough to move their arty around.
One fun fact about your strategy is that Vickers light machine guns are actually better on conscripts than they are on Tommies, because Tommies get an accuracy penalty when they are out of cover that is lifted when they are in cover (it's not actually a bonus, eventhough the game would suggest it is a bonus). This means that special weapons are always better on non-Tommie squads then they are on Tommie squads. Conscripts armed with vickers LMGs will always do full damage with them, unlike Tommies who will only do full damage when in cover.
