How could the Italians possibly be OP when their armor development never advanced beyond 1942? Italy was barely a factor in 1943 onward due to the whole thing about them surrendering. Italians would be a useless faction in CoH2 because they have no late-game. Literally, since they were toppled in 43 and the vast majority of Italian Troops in Axis territory were disarmed and used as slave labor. What was left of the loyalist Italian Army was mostly sent to Italian units within the Wehrmacht. The Italian Social Republic on the other hand was so strapped for manpower they began taking prisoners and offering freedom (for military service) or death (refusal).
This is a game, and for the sake of playability and balance, you can always pull a really not strong country up to gaming realities. And there is something to tighten:

. 7 man increases durability, decreases reinforcement and slightly increases firepower in cover. A very big draw imo is 7 men can fully recrew a team weapon without losing the squad, somehting that could be game changing late game. What's more, RNG is RNG and 7 men trying to throw a snare are better off than 6 when things like KTs and Brummbärs prowl.
It comes late that is true but the dev team were worried about increasing the existing t3 powerspike. To come sooner the T70 would need toned down, which I'm fine with but many people here are unable to fathom multiple changes at a time

I do not see the point in the 7th person. This upgrade comes so late so the Guard or Shock Troops will be your main infantry anyway so as not to lose. So to throw an AT grenade, what their main role still remains, they can perfectly well without the 7th person.

T-34-76 is far from being an OP. This is the worst tank in the game. His cannon is good at AI but very bad at AT. So the T-34-76 in general is a big T-70.
