There should be a normal Tiger in the OKW T4. The rest is ok.

imo the problem are the shreks which make the volx almost invincible vs inf AND armor, because just one shrek doesnt cut their AI capabilities too much. But at the same time you cant really fight them effectively with t34 or other medium armor
i suggest the following:
delete the shreks for the volx, give stormpios a 2x shrek upgrade for like 110muni just like Ostheer.
this way you have different units with different purposes and a more various unit composition, as you can decide whether to let stormpios be Anti Inf or AT. just like OH panzergrens

In my opinion, conscripts in the lategame are a bit too weak. they are basically a capping or decrewing force, rather than a potent fighting force, even with vet.
In the Relic dawn of war series, global upgrades were common with every race, for example the wider tau shooting range, or the better space marine armor or tougher orc infantry. you usually had to build a specific building and/or a certain tier was needed.
I could imagine something similar for conscripts: t3/t4 unlocks the conscript armory (or whatever) in which you can choose several upgrades for conscripts (and maybe penals):
an upgrade to boost armor for some manpower or fuel
an upgrade to boost damage and maybe rate of fire
a DP pgrade to pick up just like in the US Base
maybe same with PPSH and PTRS
it would also give more tactical options in 1v1 or 2v2, as it makes conscript based strats more flexible

for me, coh1 has some design and gameplay flaws which made it completely unplayable for me:
3. Rep Bunkers: always funny to play against a sim city of about 10 rep bunkers + a bunch of pumas and tanks
2. Vehicle pushing: the mechanic of bike pushing guys to prevent capping, jeep pushing out of cover and the king of all: the m10 squishing grens and knights cross. really, it didnt really matter if you thought about laying traps or something. the m10 was always able to drive onto shreks and prevent a loss. abuse beats tactic

really, this game was actually about having more snipers than your enemy. when you have more you win. that simple.
a unit which can insta kill, cloak has far sight and range...this comepletely breaks the whole gameplay.
the only counter was a countersnipe. a mechanic which was totally depending on luck.
