At the risk of shooting my own plays in the foot...
The single strongest ability of the Ost Sniper is two-fold. 1, he can stealth while moving in cover. 2, as a 1-model entity he can stealth in areas that the Sov sniper might struggle.
Yes, I use the Sniper as a spotter, as 360 MP, while a hefty investment, is not as huge as it is for Soviets who need that MP to get more Cons (if con build) or other desired build-oriented requisites for sustaining your presence on the field and controlling locations.
The upkeep suffered due to the sniper can then be patched by using 1 or 2 bunkers to lock-down flank positions that you know your enemy will not be able to assault without a T70 or other investment. Given the 2.25s auto-fire rate of the mortar, having LOS is hugely important, and if you can get that LOS without even giving away your position? That's just too sweet to pass up.
This, like so many things, is map-dependant. Obviously getting a Sniper for scouting on Moscow Outskirts would be a waste, given the "flat" form of the map which sees wide areas being fought over simultaneously. |

This guy called me a maphacker for what happened at the very end. I was controlling 2 PIVs with the intent of flanking his SU-85, and they bumped into the Sniper that I knew was in the vicinity, de-capping points. His intent was painfully obvious, as he'd de-capped a point before and I had seen neither squads nor retreating units, and knew it must've been a Sniper. I had no idea where the Sniper was, but apparently my opponent is "Reporting the F@CK" out of me for "maphacks."
Frankly there was a lot of whining going on mid-game, which is why I lost my first 2 Panzers. It's hard to micro AND respond to accusations thro-out the game, this was probably the most annoying match I've had to-date out of over 500.

Played against double sniper+scout cars, realized that German T1 is extremely weak when Guards are added to the mix. So, here's my new build for Minsk, and I feel it somewhat shows the problem with how strong T0-T1 is in comparison to T2. |
I've never seen someone pull out so many conscripts, and to my surprise it had great potential. What they lack in outright damage and survivability, they make up for in numbers and resource harassment. Would've preferred to see T34s, but the ISU-152 late-game could've potentially done me in. |

Unless you unnecessarily spending muni at every opportunity on things like flares, flamers, zis barrage, etc. its very hard to not float as Soviets at least until you unlock off map abilities late in the game.
