Tood start would be to read defenition of 2 words "tier" and "unit". Then you woupd know why its standart scenario when t70 vs axis mediums is standart scenario in this game.
The two are directly connected. I can't get a T-70 out without teching to the equivalent tier first - that may come as a surprise to you, but if you give it your best attempt at thinking like someone above an IQ of 90 (which I hope you are capable of, for at least a few minutes a day), it will seem logical.
So if we compare the cost of reaching a certain tech-level plus the unit's cost with that of the other faction, we would see that even your last statements is - as those before - bollocks. Ostheer and OKW take considerably more fuel and time to even reach their medium tank tier, plus their medium tanks cost a considerable amount on top of that. Soviet teching to that point is cheaper than Ostheer teching and slightly more expensive than OKW teching, and the T-70 is significantly cheaper than either Panzer IV version, so a T-70 coming out at the same time as a Panzer IV is impossible to be a standard scenario.
This is derailing the thread, so I will not comment on this any further (your claim has been sufficiently refuted).

BTT: Adding even more cost to OKW would be ridiculous at this point (look at my previous post for justification). There are also more than enough counters to the building, preventing it from being more than a slightly irritating obstacle - if using AT guns, artillery, and/or smoke appropriately is too much for you, the Schwerer Panzer HQ is hardly the problem and certainly not your biggest problem.
If anything, all base buildings, emplacements, and retreat points should have an aura around them, effecting all friendly units and causing them to receive more damage. This way clumping up around forward bases would be much harder, and Sim City-playstyles would actually become a bad idea - if the Bofors right next to my mortar emplacement causes both to be destroyed much more easily, I will think twice about setting them up next to each other. If my Schwerer Panzer HQ causes my infantry fighting around it to get killed more easily, I will probably not put it that close to the front where the fighting is happening.
